Per (Scotchmer), the Prisoner’s Dilemma shows how the equilibrium is stable (Nash equilibrium) and each individual’s decision is rational: confessing is the dominant strategy, yet creates an outcome that collectively is suboptimal relative to mutual cooperation (the Pareto optimal choice).
